Start by combining the flour and powdered sugar.
Next, add softened butter, orange extract, and orange zest and mix until dough comes together.
Stir in the mini chocolate chips.
Chill dough for about an hour.
Heat the oven to 350 and line a baking sheet with parchment.
Roll cookie dough into 1-inch balls and place a couple inches apart on baking sheet.
Bake for 13 minutes or until bottoms are lightly brown.
Remove from oven and sheet pan quickly.
Dip still-warm cookies in powdered sugar and let cool.
When cool dip in powdered sugar again.
